Summary
Provides that the Federal Communications Commission may waive or modify the requirement of station operation by holders of operator's licenses under the Federal Communications Act where it finds that the public interest, convenience or necessity will be served thereby, except for stations engaged in broadcasting (other than those engaged primarily in the functions of rebroadcasting the signals of broadcast stations). (Amends 47 U.S.C. 318(3))
