Summary
Dependent Childrens Protection Act of 1983 - Declares that the constitutional rights of juveniles shall be enforced by prohibiting the punitive detention of juveniles convicted of status offenses (offenses that would not be criminal if committed by an adult). Prohibits States from assigning juveniles to any secure detention, treatment or correctional facility for such offenses. Authorizes any person aggrieved by a violation of this Act to bring a civil action in district court for damages and equitable relief.
