Summary
Amends the Internal Revenue Code to restore and make permanent the deduction for health insurance costs of self-employed individuals. Removes the 25 percent limitation on such deduction. Requires the United States Trade Representative to establish a new position of Assistant United States Trade Representative for Small Business to promote exports by small businesses and to remove foreign impediments to the success of such undertakings. Amends the Congressional Budget Act of 1974 to require the Congressional Budget Office to prepare a cost analysis for small businesses of each bill or resolution of a public character reported by congressional committees (except the Committee on Appropriations of each House).
