Summary
Rail Competition Enforcement Act of 2001 - Amends Federal transportation law to subject to the Sherman and Clayton (antitrust) Acts, the Federal Trade Commission Act, specified requirements of the Wilson Tariff Act, and other specified Federal law any parties and other persons involved in rail carrier agreements relating to rates, classifications, divisions, or rules. Requires the Surface Transportation Board and any other reviewing agency, in reviewing any such proposed agreement for antitrust implications, to take into account, among any other considerations, the impact of the proposed agreement on shippers and on affected communities.
