Summary

Amends the Competition in Contracting Act of 1984 to revise the procurement protest system. Ratifies all amounts to which an interested party has been declared entitled by the Comptroller General pursuant to such Act as in effect immediately before the enactment of this Act. Specifies how such amounts are to be paid, subject to agency reimbursement.
