A bill to require that the surplus in the Highway Account of the Highway Trust Fund be available for expenditure, and for other purposes.

Summary

Authorizes appropriations for FY 1992 through 1996 out of the Highway Account of the Highway Trust Fund for: (1) interstate highway construction, resurfacing, restoring, rehabilitation, and reconstruction; (2) the Federal-aid primary system; (3) the Federal-aid secondary system; (4) the Federal-aid urban system; and (5) bridge construction and rehabilitation projects. Directs the Secretary of Transportation to apportion sums authorized by this Act among the States in the ratio of each State's apportionments for Federal-aid highway programs to the total apportionments for all States during FY 1991. Makes specified percentages of unobligated funds for FY 1992 available in FY 1992 through 1996. Specifies that there shall be no obligation limitation for Federal-aid highway and highway safety construction programs for such fiscal years except as established in this Act.
