Summary
Missile Defense Act of 1991 - Directs the Secretary of Defense to immediately undertake the development and testing of systems designed to defend the United States and its armed forces from strategic and tactical ballistic missiles. States that nothing in this Act alters the right of the United States to deploy antiballistic missile systems as provided for in the ABM Treaty.
