Summary

Amends the Federal judicial code to limit to two years the period that a judge or justice may serve on the division of the U.S. Court of Appeals for the District of Columbia to appoint independent counsels. Provides an exception. Requires the Circuit Judicial Council for the District to promulgate regulations governing practices and procedures for the appointment of independent counsels by the division.
