Amends Federal Bankruptcy Law to prohibit the bankruptcy court from terminating or modifying the payment of coal industry health insurance benefits by a Chapter 11 debtor-employer to retired employees if such benefits are required by the Internal Revenue Code to be provided by such debtor-employer as the last operator signatory to a coal wage agreement.
