Summary

Provides for the appointment of additional district judges in the States of Alabama, California, Florida, Georgia, Indiana, Kansas, Louisiana, Massachusetts, Minnesota, Missouri, New Jersey, New York, Oklahoma, Oregon, Tennessee, Texas, Virginia, Washington, and Wisconsin. He makes the existing district judgeship for the eastern district of North Carolina a permanent judgeship. (Amends 28 U.S.C. 133)
