Summary

Amends title XVIII (Medicare) of the Social Security Act to make the anti-kickback provisions of the Medicare program inapplicable to hospitals which have programs exempting veterans from the deductible or coinsurance amount for Medicare inpatient or outpatient hospital services. Directs the Comptroller General to report to the Congress on a study into the effect such programs have on competition in the health care industry and on beneficiary access to health care.
