National I Owe You Act - Directs the Secretary of Veterans Affairs, on an annual basis, to develop a plan for outreach activities regarding veterans' benefits, including a program to: (1) encourage veterans to apply for benefits; (2) identify veterans entitled to benefits who are currently not receiving them; and (3) notify veterans of any benefits modifications.
