Summary
Prohibits making available to any Member of Congress or Congressional committee employee excess or nonexcess local currencies provided under the Mutual Security Act of 1954 for local currency expenses in any foreign country if funds are available for such purposes from the United States Government, any foreign government, or any private source. States that no funds appropriated by Congress may be made available for such purpose in any foreign country if funds are made available for such purpose from any foreign government or private source, or if excess local currencies are available for the payment of such expenses.
