Summary

Prohibits the mailing of congressional newsletters as franked mail. Prohibits congressional mass mailings within one year before an election (currently, 60 days before an election). Requires each Member, Member-elect, and certain other officials to report biannually to the Senate Committee on Rules and Administration or the House Commission on Congressional Mailing Standards, as appropriate, a detailed disclosure statement on mass mailing costs.
