Sets forth provisions relating to multiple contracts, apprentices, trainees, helpers, wage review, and administration of such Act. Amends the Copeland Anti-Kickback Act to revise payroll information reporting requirements. Directs the Secretary of Labor to study and report to the Congress on electronic reporting of such information.
