Summary
Amends the Clean Air Act to allow the Administrator of the Environmental Protection Agency to waive application of the oxygen content requirement for reformulated gasoline that: (1) contains less than two percent by weight oxygen; (2) meets the other requirements for reformulated gasoline; and (3) will result in total emissions of ozone forming volatile organic compounds and toxic air pollutants no greater than the total emissions of those compounds and pollutants resulting from reformulated gasoline meeting the oxygen content requirement.
