Summary

Title I: Amendments to Title 11 of the United States Code - Makes technical and clarifying amendments to the bankruptcy law. Declares that no Federal or State law or court order shall prohibit a commodity broker or forward contract merchant from exercising a contractual right to liquidate a commodity contract or forward contract unless a threat to the national security so requires. Authorizes the courts, after notice and a hearing, to award reasonable compensation to a trustee, a professional person employed by the trustee, or a committee of creditors or equity security holders, and to the debtor's attorney. Title II: Amendments to Titles II, III, and IV of Public Law 95-598 - Makes technical and clarifying amendments to the law relating to the administration of the bankruptcy courts and the transition period in implementing bankruptcy legislation. Title III: Effective Dates - Sets forth the effective dates for amendments made by this Act. States that provisions of the Higher Education Act of 1965 and the Public Health Service Act concerning the student loan program shall remain in effect until October 1, 1979.
