Summary

Amends title IV part A (Temporary Assistance to Needy Families) (TANF) of the Social Security Act with respect to optional State certification that it has established and is enforcing standards and procedures to waive, for good cause, certain TANF program requirements for recipients with a history of domestic violence where compliance with such requirements would make it more difficult for the recipient to escape domestic violence. Declares that: (1) a State shall not be subject to numerical limitation in the granting of good cause waivers to victims of domestic violence; and (2) an individual granted such a good cause waiver shall not be counted in determinations of a State's compliance with certain participation rate requirements, or for purposes of determining penalties for certain State program failures.
