Summary
Human Rights in Central America Act of 1989 - Authorizes the President to transfer specified amounts of unobligated funds of the Department of Defense for lethal and nonlethal assistance to the Nicaraguan democratic resistance. Prohibits specified funds from being made available: (1) until July 19, 1989; or (2) if by such date the Nicaraguan Government has taken irreversible action to implement free and democratic elections in Nicaragua.
