Summary

Amends the Export Administration Act of 1969 to prohibit United States export policies articulated by such Act from being implemented under the authority of emergency powers granted to the President by the Trading With the Enemy Act. Declares null and void any order, rule, or regulation promulgated under such authority of the Trading With the Enemy Act, if such order, rule, or regulation was enacted since June 30, 1971, and if it continued any order, rule, or regulation implementing the export policies articulated in the Export Administration Act of 1969.
