A bill to amend title IV of the Social Security Act to provide that States must require recipients of aid to families with dependent children to participate in community work programs if they are able to do so.

Summary

Amends part A (Aid to Families with Dependent Children) of title IV of the Social Security Act to require a State's AFDC plan to have in effect a community work and training program which requires that: (1) AFDC payments for a dependent child be made in the form of payments for work performed for a State or other public agency by any one or more of the relatives with whom the child lives; and (2) wages paid must not be less than the Federal minimum wage. Provides that any relative refusing to work, without good cause, would be excluded from calculations made to determine the size of the family's payment. Excludes from the work requirement, among others: (1) a relative who already participates in a work incentive program; (2) a child under age 18; and (3) a mother with a child under six years of age.
