Summary
Provides that the District of Columbia shall not: (1) change the rate or application of any existing tax, license, or other fee imposed in the District of Columbia; or (2) impose any new tax, license, or other fee in the District of Columbia; if a primary purpose of such tax, license, or other fee is, or the effect of the imposition of such tax, license, or other fee could reasonably have been foreseen to result in, the regulation of the flow or use of motor vehicles in the District of Columbia.
