Summary

Employment Education Institute Act of 1989 - Amends the Job Training Partnership Act to direct the Secretary of Labor, in consultation with the Secretary of Education, to establish an Employment Education Institute within 12 months. Requires the Institute to: (1) develop and disseminate innovative materials, especially for inner city school age populations, to enhance public knowledge of labor market developments; (2) prepare and disseminate curricula and provide staff training; and (3) operate a national clearinghouse for innovative and successful employment, training, and vocational education programs. Provides for: (1) a competitive process to select five universities to carry out Institute operations; (2) designation of a Director of the Institute, from the Department of Labor; (3) identification of one of the five universities to coordinate Institute operations; (4) assignment of specific functions to each of the universities; (5) appointment of a steering committee; and (6) various periods of service for the universities. Authorizes appropriations for FY 1990 and succeeding fiscal years.
