A bill to clarify the requirements for the accession to the World Trade Organization of the People's Republic of China.

Summary

Requires: (1) the accession of China to the World Trade Organization (WTO) to be treated as an action that would substantially affect U.S. rights under the WTO Agreement; and (2) the United States Trade Representative to consult with the appropriate congressional committees at least 60 days before any vote is taken by the Ministerial Conference or the General Council of the WTO on the accession of a state or separate customs territory to such Agreement. Prohibits the United States from supporting the admission of China as a member of the WTO unless a law is enacted by Congress that specifically allows it to support such admission.
