Summary
Campaign Cost Reduction Act of 1989 - Amends the Communications Act of 1934 to prohibit the charges made for the use of any broadcast station by a candidate for Federal office, during specified periods, from exceeding the lowest unit charge of the station for the same amount of time for the same period. Prohibits a licensee from preempting the use of a broadcasting station by a legally qualified candidate for Federal office during such periods.
