Air Carrier On-Time Reporting Act of 1987 - Requires the Secretary of Transportation to require by regulation that each commercial air carrier engaged in the transportation of passengers report, at least four times a year, to the Secretary its on-time performance record. Requires such reports to be route-specific, and to be made available to the public by the reporting air carrier.
