Summary
Establishes the Western Historic Trails Center in Council Bluffs, Iowa, as a unit of the National Park System. Directs the Secretary of the Interior to establish the Western Historic Trails Center Commission to develop a draft management plan and oversee its implementation. Requires the Secretary to administer the Center and acquire lands, artifacts, and provide technical assistance. Requires the Commission to submit to the Secretary for approval a management plan which provides for the interpretation, celebration, and research of major historic events surrounding the westward expansion of the United States. Limits Federal funding of land acquisition and construction to 75 percent of the aggregate costs. Authorizes appropriations.
