Summary
Federal Buildings Construction and Alteration Funding Improvement Act - Amends the Public Buildings Act of 1959 to require the President to include as part of the annual Federal budget submission to the Congress a list, in order of need, of public building construction and alteration projects for which funds are requested. Directs the Administrator of General Services to promulgate merit-based criteria for determining relative need. Requires reports to the Congress on building project surveys to specify the relative need for a project.
