Summary

Spoils of War Act of 1991 - Permits spoils of war in the possession or control of the United States to be transferred to any other party only to the extent and in the same manner that property of the same type, if otherwise owned by the United States, may be so transferred. Prohibits such spoils of war from being transferred to any nation whose government has repeatedly provided support for acts of international terrorism. Requires the President to report to the appropriate congressional committees on spoils of war obtained during Operation Desert Shield or Operation Desert Storm that were transferred to any party.
