Summary

National Infrastructure Corporation and Advisory Council Act of 1991 - Establishes the National Infrastructure Corporation. Vests the powers of the Corporation in its Board of Directors. Establishes the National Infrastructure Advisory Council to provide the Board with the views of the private sector and non-Federal public entities concerning the financing of infrastructure projects. Requires the Board to submit to the President and the Congress an annual operations and expenditures report. Establishes a National Infrastructure Revolving Fund to provide interim financing to major infrastructure projects. Sets forth loan conditions. Authorizes the Corporation to: (1) provide technical assistance to qualified concerns; (2) carry out research and development programs pertaining to infrastructure; (3) establish an infrastructure technology transfer and information assistance program to furnish assistance to State and local governments; (4) establish a National Infrastructure Institute to support infrastructure innovation programs in institutions of higher education; (5) develop and implement a national infrastructure education program; and (6) commission a study to determine the value and worth of infrastructure. Establishes the Commission to Promote Investment in America's Infrastructure to conduct a study to determine the feasibility of creating a type of infrastructure security which would permit pension fund investment in infrastructure. Authorizes appropriations.
