Summary
Expresses the sense of the Congress that after the date of enactment of this Act: (1) the National Railroad Passenger Corporation (Amtrak) shall continue as the operational authority in the Northeast Corridor; and (2) the role of the Connecticut, Rhode Island, Massachusetts, New York, Maryland, Delaware, Pennsylvania, and New Jersey Rail Improvements Compact Commission shall be solely to provide funding for high speed capital improvements. Interstate Compact - Grants congressional consent to the Connecticut, Rhode Island, Massachusetts, New York, Maryland, Delaware, Pennsylvania, and New Jersey Rail Improvements Compact.
