Perkins Vocational and Applied Technology Education Act to direct the Secretary of Education to permit a State to reserve and allocate specified funds for unique drop-out intervention programs offered by postsecondary adult vocational technical schools that serve high school students and provide accredited high school diplomas to them (notwithstanding certain allocation requirements for distribution of funds to secondary school programs).
