Summary

Amends the Magnuson-Stevens Fishery Conservation and Management Act to prohibit, during FY 2003 through 2006, the Secretary of Commerce or his designee from appointing an individual to the Gulf of Mexico Fisheries Management Council: (1) unless the list of individuals submitted by the Governor of the State from which the individual is to be appointed includes at least one individual from the commercial fishing sector; or (2) if the appointment of that individual (other than one who is a participant in, or representative of, a commercial fishery) would result in there being fewer than five members of the Council who are participants in, or representatives of, commercial fisheries.
