Summary

Directs the Federal Communications Commission, if it requires the use of the Global Maritime Distress and Safety System (GMDSS) on board U.S. ships of more than 1,600 tons, to require that: (1) one individual tested and certified as competent shall be capable of on board maintenance and repair of the GMDSS; and (2) testing and certification standards for radio officers and operators on board such ships be upgraded to include competency standards for at-sea operations, maintenance, and repair of the GMDSS.
