Summary

Amends the Juvenile Justice and Delinquency Prevention Act of 1974 to establish a Safe School Center within the Office of Juvenile Justice and Delinquency Prevention. States the purpose of the Center to be the provision of information, suggested curricula, and other assistance to minimize school vandalism and juvenile delinquency among elementary and secondary school students. Authorizes the Assistant Administrator of the Office of Juvenile Justice and Delinquency Prevention to make grants to and enter into contracts with individuals and public and private agencies for the planning, development, or operation of school based delinquency prevention programs. Establishes a Safe School Advisory Panel to make recommendations to the Safe School Center and the Assistant Administrator under this Act.
