Summary

Requires the Director of the National Science Foundation (NSF) to award a grant to an institution of higher education for a program to encourage Native Hawaiian, Native American Samoan, Micronesian, and Filipino students to enroll in a program of higher education (higher education recruitment and retention initiative). Requires the Director of NSF to award a grant to the Polynesian Voyaging Society for a program to encourage secondary school students to become future leaders by training them in human survival techniques and studying traditional conservation methods of populations indigenous to the Pacific Islands (leadership for human survival initiative). Authorizes appropriations.
