Summary
Directs the Secretary of the Army, acting through the Chief of the Army Corps of Engineers, to acquire easements in lieu of fee title for preservation of fish and wildlife habitat whenever he has been authorized to acquire land in mitigation of losses or damage to fish and wildlife resulting from Federal improvements, where the lands designated for acquisition consist of hardwood forested areas of the lower Mississippi River. States that such easements shall prohibit clearing of the land for any purpose inconsistent with the maintenance of wildlife habitat, except that the landowner may harvest timber on a selective basis or otherwise manage the land so as to provide food and habitat for wildlife.
