Summary

Establishes the Commission on Governmental Organization and Regulation to study the methods of operation of all executive branch agencies to determine whether and how any services or functions of those agencies should be changed, reduced, or eliminated to promote Government efficiency. Directs the Commission to submit an interim and final report of its activities and recommendations to Congress. Terminates the Commission on May 31, 1981.
