Summary

Rural Rail Cooperative Act of 1979 - Establishes a Rural Area Transportation Office within the Department of Transportation. Authorizes the Director of such Office to make loan guarantees for the purpose of establishing independently owned and operated class A or B branchline railroads. Establishes within the Treasury a Rural Transportation Development Fund for the purpose of carrying out and administering this Act. Authorizes appropriations in such amounts as may be necessary for carrying out the provisions of this Act.
