Summary

Directs the Federal Communications Commission, in its processing of renewal applications for broadcast licenses, to grant such applications if it finds that the public interest, convenience, and necessity would be served thereby. Provides that in its consideration of any such application the Commission may not consider the application of any other person for the facilities for which renewal is sought. Provides that if the Commission determines after hearing that a grant of the renewal application would not be in the public interest, convenience, and necessity, it may deny such application.
