Summary
Provides for the termination of assistance under the Foreign Assistance Act to countries not carrying out the Agreements on Ending the War and Restoring Peace in Vietnam, and the protocols thereto. Provides that this Act shall not apply to the provision of food and other humanitarian assistance which is administered and distributed under international auspices or by United States voluntary agencies, directly to persons and not through any government.
