Requires certain officers and employees of the Bureau of Economic Analysis to subject themselves to specified penalty provisions for wrongful disclosure of information before they may use information on international investment furnished under the International Investment and Trade in Services Survey Act. Amends such Act to prohibit the disclosure of any information that identifies the person who furnished it for the international investment survey.
