Summary

Provides that an employee of the executive branch who is summoned or requested to testify or produce documents before Congress or any Congressional committees shall not refuse to appear on the grounds that he intends to assert executive privilege. States that such employee may not assert executive privilege unless he presents, at the time executive privilege is asserted in response to any testimony or document sought, a statement signed personally by the President requiring that the employee assert the privilege as to the testimony or document sought. Provides that the committee shall decide if the assertion of executive privilege is well taken and if not, the employee shall be ordered to provide the testimony or document sought. Provides that information under the custody or control of any agency of the Government is to be made available to Congress under the procedures outlined in this Act. Provides that the General Accounting Office shall halt the funding of any agency or department which does not comply with the provisions of this Act.
