Summary

Directs the Comptroller General to study and report to specified congressional committees on the extent to which the purposes and activities of the North-South Center, East-West Center, Asia Foundation, and the National Endowment for Democracy duplicate activities that are conducted elsewhere in the U.S. Government. Requires such study to evaluate whether such organizations undertake unique activities central to American foreign policy and are incapable of being performed directly by a Federal agency.
