Summary
Emergency Water Assistance Act of 1989 - Amends the Consolidated Farm and Rural Development Act to direct the Secretary of Agriculture to provide grants for emergency rural water assistance projects to: (1) remedy sudden declines in water quantity or quality; or (2) repair or maintain established water systems in order to remedy an acute water shortage. Makes public or private nonprofit entities eligible for such grants. Sets forth eligible grant uses. Prohibits grants to any rural area or community that: (1) includes any part of a city or farm with 3000 or more people; or (2) has a median household income greater than the State nonmetropolitan median income. Authorizes appropriations.
