Summary
Amends the International Security and Development Cooperation Act of 1980 to provide that interest resulting from funds invested by African Development Foundation grantees is not required to be deposited in the Treasury if the interest is used for the purposes for which the grant was made. Authorizes the Foundation to employ persons who are not U.S. citizens without regard to statutory provisions prohibiting such employment. Applies such exemption only to individuals under negotiated contracts as of October 6, 1992. Authorizes appropriations for the Foundation for FY 1994 and 1995.
