Summary
State Department Authorization Act, Fiscal Years 1978 and 1979 -- Amends the Foreign Relations Authorization Act, Fiscal Year 1977, to authorize appropriations for the Department of State for fiscal years 1978 and 1979 to carry out foreign affairs. Authorizes appropriations to pay the United States assessments to the World Health Organization for 1974 to 1977. Authorizes the Department of State to furnish medical and dietary assistance to United States citizens incarcerated abroad.
