Summary

Amends the Head Start Act to fund the Head Start Program as an entitlement program. Authorizes appropriations for the Head Start Program and for the longitudinal study of Head Start participants. Excludes such funds from new budget authority, outlays, deficits, or surplus, for purposes of: (1) the U.S. Government budget submitted by the President; (2) the congressional budget; or (3) the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act).
