Summary
Gun Safety Act of 1991 - Repeals provisions of the Consumer Product Safety Act which exclude pistols, revolvers, other firearms, shells, and cartridges from the definition of "consumer product." Excludes firearms from provisions allowing the Consumer Product Safety Commission to declare a product a banned hazardous product. Amends the Consumer Product Safety Commission Improvements Act of 1976 to repeal provisions prohibiting the Commission from making a ruling or order that restricts the manufacture or sale of firearms, ammunition, or ammunition components.
