Summary

Worker Retraining Flexibility Act of 1995 - Amends the Job Training Partnership Act to revise title III provisions for employment and training assistance for dislocated workers. (Sec. 2) Revises conditions for granting waivers of the requirement that a substate grantee expend at least half of the funds allocated to it for retraining services. (Sec. 3) Eliminates the cap on the portion of such funds which may be used for needs-related payments and other supportive services. (Sec. 4) Authorizes the Secretary of Labor to make certain funds available for needs-related payments for Federal delivery of dislocated worker services. (Sec. 5) Directs the Secretary to expend, from certain reserved funds, on the basis of need demonstrated by a State, a specified minimum amount for retraining of eligible dislocated workers under the Northwest Economic Adjustment Initiative.
